'user standard objects' greyed out on opencpn 5.6.0

in my installation of opencpn 5.6.0 on windows 11, on the options >> charts >> vector chart display tab, the 'user standard objects' section on the right side is disabled. i cannot select items, or scroll in the list. is this expected behavior?

any advice is appreciated. thank you...
