Unable to scale .kap maps to 100%

I never manage to scale a .kap map to EXACTLY 100%.
It is either 1.3 or 0.80

Works at 100% scale with SeaClear II every time.

I have tried both CTR + - as well as setting chart Chart object scale factor in OCPN, but never get the chart EXACTLY 100% and therefore unfocused.

Appreciate suggestions.
