Toolbar hoover over text

In the default inssalation of O (4.0.0, win32), the toolbar is positioned at the top of the window and the text with decription of the differrent functions shows nicely when mooving the mouse over.

If the toolbar is placed vertically on the right side of the display, the mouse over text is placed outside of the visible area and not visible. If the toolbar is mooved a distance from the right edge of the display, you can see the text as intended.
I suggest that this behavior is altered so that when the toolbar is placed vertically on the righ side of the display, the mouse over text is displayed at the right side of the toolbar so it is visble.
I has also tested under Ubunto 12.04 ( 4.0.0) and it seems to work correct under Ubuntu.
