Raspberry Pi3 Plugin Problems

Hello everybody,
I OpenCPN installed on a Raspberry PI3 . so far so good. I have problems with the plugins .
I can install and see no plugin . The default plugins are there. I Rtlsdr installed . ( Via the command line ) He says it is installed in the latest version . Unfortunately I can not find the settings window and open .
What could be the problem?

For Raspberry, it might be worth to use the " Openplotter" image/os OpenPlotter RPI | Sailoog

Most plugins are installed already and it adds a lot of nice features for RPI and opencpn.
