First.
You've to set radar type in radar preferences => 4GA as a start.
The radar info window must find the radar scanner.
To do that the radar scanner must be available on the connected (wired) network.
As you describe it the radar scanner is connected to a switch? To that switch is the chartplotter and RPi4/OCPN connected - Correct?
If so:
Is the radar scanner powered on?
Does the chartplotter see the radar scanner?
Is the Pi eth0, if that's the one to use, set up to automatically get an IP address?
For a test: While the radar scanner wired network is connected and scanner + switch are powered on. Turn the RPi wifi off and reboot the Pi.
Check that the network where the scanner resides is connected after re-start.
Open OCPN and radar_pi and see if the radar info window find a radar.
If so, activate the wlan to get position and heading if that's your connection for that.

The radar is a Raymarine 4kW 18" color HD radome connected to SeaTalkHS (ip switch). The radar is working and can be controlled by the Axiom Pro 12" plotter.
Both devices on, radar sending.
Raspi LAN on and on DHCP, gets an 10.x.x.x address, netmask and default gateway (chartplotter address) from the dhcp on the chartplotter, can ping the chartplotter and the radar.
Info window does not find a radar in any setting.
Probably not yet supported.

Ok..I may misunderstood your info.
As seen from the radar_pi preferences, the radar_pi wiki and lots of post here that radar scanner is not yet supported by radar_pi. Sorry.

Hey folks, I'm shopping for a radar and I was wondering if any specific recent models are working particularly well with OpenCPN in Debian or Ubuntu? I'm a software engineer and comfortable with wireshark, if that's useful background. I don't know a lot about marine electronics. Are radars usually networked over a regular ethernet IP network?

The radar_pi plugin supports the radar scanners listed as of the shot below.
As you may know Navico's are sold as Lowrance, Simrad or B&G.
All supported scanners are broadband types. Data communication uses the IP protocol and can be handled by regular Ethernet gadgets like switches and so.
Although meant for an earlier plugin the most here is valid also for radar_pi and Navico's radar scanners.

If you want to spend time and energy: Helping to develop the support for Raymarine or Fugawi would be interesting. Some work for Raymarine has been done in the past.

Hakan,
I think you are politically avoiding the real question. Is there one system you think is the best value for the program output? Can the system support all the features of the more advanced systems, or is it better to go with one of the lesser options? I don't travel at night, or during adverse conditions. I am very much the fair weather traveler. Which system will the OCPN software utilize? Thanks.

No political or other dependencies. But it may be my answer was kind of incomplete.
The radar_pi intends to support all functions and features for the listed scanners. So it's up to you to decide your needs and choose a appropriate device. But apart from Navico's 4G and Halo, that supports dual scanning (A,B), the functions are more or less similar for all types. Requested range and prize levels would prevail I think.
Also is the plugin, as OCPN itself, meant to be used on any PC; Win, Linux, Mac so there should be no differences in this matter. (Androids are though not supported.)
I'm using a Navico 3G and is happy with that but haven't tried any of the other types so I can't really compare. I know those preferring a 4G and up appreciates the range (for squalls ?) and the dual radar screen.
That said, all listed types would work, and the decision is yours.

Not what we've heard of here so far. But the differences between the tested Halo20 and Halo20+ is probably not much.
merrimac once expressed it:

I want to try my luck and connect my existing Halo20 + antenna to a Windows or Raspberry computer.
