OK, downloaded the 64bit OpenPlotter image from https://cloud.openmarine.net/s/dynLaCPMfoo6PT9, created an SD card with it, went to buy a patchcord to connect it to the internet and see that it even has flatpak preinstalled, flathub repo preconfigured and everything just works.

My OpenPlotter/OpenCPN programs are running fine, but there are only the four default PlugIns available in the Options/PlugIns window (see picture below), so I don't have the option of installing Plugins like Radar 5.5.0, Draw, squid, and various other chart types like S63. The plugins don't show up as being available to install. Also attached is my Terminal window when I copied and pasted your terminal commands.

That you do not see any plugins means it is not working fine, if it was, you would see what is shown on the attached screenshot taken from a working O5.8 PPA installation on OpenPlotter.
We still want to find out why...
Please set the CatalogExpert=1 option in the [PlugIns] section of the configfile (while OpenCPN is not running), launch OpenCPN and go to the plugin manager settings.
Then tell us what you see as the active setting in the Compatibility section of the window. It should say ubuntu-gtk3-arm64:20.04 on a 64bit OpenPlotter system. If it does not, select Default setting from the dropdown next to it. If it still does not say ubuntu-gtk3-arm64:20.04, we want to know what it says.
Of course make again sure you are using the correct PPA repository, the Ubuntu release corresponding to your system is focal, not bionic and not jammy.
The only explanation I can guess from your inability to install the flatpak is that your system is not 64 bit (which you denied, but I do not have any other explanation and can't reproduce).

I did set the CatalogExpert=1 and then reopened OpenCPN. In the settings it did not say ubuntu-gtk3-arm64:20.04 and the closest choice I could get to ubuntu-gtk3-arm64:20.04 was ubuntu-gtk3-armhf:20.04 so I selected that. As soon as I did that all of the plugins appeared and I seem to be able to enable and update them. Is that choice a good fix or do I still need to do something until there is a ubuntu-gtk3-arm64:20.04 choice. There was a ubuntu-gtk3-arm64:18.04 but that only showed five more plugins and none of them were the radar plugin.

Dave, I'm not sure we're quite done yet. I thought the test for determining whether I was running 64 bit was the terminal command you gave me "name -a". The attached picture shows that this system is running 64 bit doesn't it?

Seems so. Then I do not understand how your system could give you ubuntu-gtk3-armhf:20.04 as the Default setting for the platform in the settings of the plugin manager. Or maybe I did not fully understand your last post and it gave you something else. If that is the case, what was it? To be clear, I do not want you to manually select the platform, I want you to select "Default setting" from the very top of the choices in the dropdown and read what appears to the left of it.

Dave, In my previous message I sent you a screen shot that I believe shows my system is running a 64 bit system. I noticed too that when I reboot, shows this attached image showing it's debian. Is that another clue to my potential issues?

Look at opencpn.log to see what system is detected by OCPN.
I'm not a Linux guru but I've a RPI4 where the Bullseye, and uname, report a 64b OS but the system can run both 32 and 64 in some way and OCPN sees 32b - armhf
See below from the log and uname:

Do plugins work for you with the default setting for the system type? And what type is shown in the PM settings as default?
On OpenPlotter 3 I have installed on my RPi I get this correct OS info

Dave, just as a further check, I put the backup chip I made for my 5.6.2 system before I started this upgrade and ran the name -a command on it and it clearly shows it was running at 32 bits before I did the upgrade from Buster to Bullseye and from 5.6.2 to 5.8.0. So I thought the positive test on the upgraded system showed it was successful. Are you saying that the PREEMPT statement in the return from the name -a command is showing that although it did upgrade to a 64 bit system it is defaulting to a 32 bit system? If so, how do I get it to not do that. By the way, when I chose the the "default" in the options window of ubuntu-gtk3-armhf:18.04 it does show the plugins including the radar and I am able to enable them and they work, but aside from the "aarch64" indicator, I have no idea if it's truly running at 64 bits or not.
