OpenCPN and Windows xp

Dear,
I’m trying to run open cpn on a windows xp computer who haven’t been updated for years. Opencpn won’t start.
Could it be a result of the earlier windows policy of blocking open source programs, because the computer is on board and not connected to the internet?
