I think this helped a lot. Thanks. Here are screenshots from my S63 Tab now.
Am I missing something from the s63 tab - Keys/Permits?
The Certificate Name? Where do I import that from? What is it?
I did what you suggested and closed and the entirety of my charts started rebuilding. Perhaps this will work.

Think I may have installed the charts before all the permits were in place, but then after registering with NZ Chart Services using the S-63 permit number from my O-chart account and getting the fingerprint file and one of the permits in place in S63, I was asked to update several weeks later (without having received the Permit.txt).
I then found Permit.txt located in my NZ Chart Services account, under Systems and Subscriptions, I then clicked on the "+" after the system number that you entered, which expands the listing where you will be able to download the Permit.txt. I placed it in my Charts/NZenc directory alongside enc-root.
I then downloaded both the base and the updates from within my account and installed and rebuilt my entire chart database again.
Then I learned that I had to add Permit.txt to the S63 Tab and I had to import the chart cells.
Then the chart database started rebuilding again!
Now I find the ENC NZ charts do no yet appear.

While I haven't tried loading these on OpenCPN, I do note that when ordering ENCs from Chartworld they include the following warning:
"Please install the chart permits/keys always prior to the charts!"
I don't know if this is an issue for OpenCPN, but per your screenshots I think everything else necessary should now be in place, and would suggest the next move would be to remove and then replace the chart files.
(Also, don't forget basic checks such as double-checking that the chart group you created is indeed selected for viewing.)

S-63 requires several steps and one shall follow the manual

strictly - step by step, not jumping nor taking short cuts. The order is required, and if not followed, the process will fail.

I know I have installed into the S63 Plugin Keys/Permits
1. System Identification "Fingerprint file"
2. Install Permit starts with F74...
3. User Permit starts with 9AA877.... long number
I am uncertain if the "Installed S63 Certificates/Keys"
which says (as shown in the screenshot referred to below)
"Certificate Name" and sometimes there is something on the second line that I can only see the upper half, and next to it there is a button "Import Certificate"
I cannot determine if this certificate, what ever it is, is imported yet.
I do have S-63_SA_Certificate_Exp_2033.zip in the Charts/NZenc which I believe I expanded and probably did import it to the S63 plugin, but I cannot determine conclusively if I did or not.

The certificate will be installed normally by default.
But if you jump the manual who shall know what happened?
Btw.: how the cell permits are distributed is up to the chart providers - OpenCPN or o-charts can't know how they do that. Or if somebody did change the procedures. Got mine for NZ by mail - but that was in their beta phase, for example.

Ah, good catch. I suggest using the import certificate button to load the IHO.pub file (i.e. the IHO S-63 certificate that expires in 2033). Your post 16 screenshot does suggest it's not loaded.

I also just tried "extracting here" the "S-63_SA_Certificate_Exp_2033.zip and it shows that I am going to overwrite the IHO.CRT 2/14/2013 so I canceled that. Screenshot attached showing the Chart/Other/NZenc folder now with ENC_ROOT and EXTRA folders removed, a part of my "S63 Tab" with permits showing partially, and the zip extract message.
So, I will try to load the Chart/Other/NZenc/ IHO.CRT file into the "S63 Tab" "Keys/Permits Tab" "Installed S63 Certificates/Keys" using the first "Import Certificate" Key.
When I do that it appears to be looking for a "*.pub" file under "..Chart\Other\NZenc" but there is no *.pub file.
I expect that the pub file was previously under ENC_ROOT which I deleted as BNC suggested.
This is kind of a messy installation procedure IMHO. Do I now have to expand the Base and Cumulative Update Charts?
...and then install the "Import Certificate" key which is looking for the PUBLIC key for NZ Charts?

I just close OpenCPN for the fun of it and reopened, and found that that "Import Certificate" shows on a partial second line the the upper part of "IHO.PUB"
This display of the certificate imported is totally inadequate IMHO.
So it appears that the S63 plugin is referring to a file that I have removed because I removed all the charts previously installed.
I will next reinstall the charts by extracting them.

I extracted here the NZ Base files and was prompted to overwrite "SERIAL.ENC" which I did.
I extracted the NZ Cumulative Files.
These actions made sub folders ENC-ROOT EXTRAS and INFO.
In EXTRAS is IHO Checkdata folder which also has a ENC-ROOT folder.
I am not finding a file IHO.PUB in these folders.

Then under S63 Charts Tab, Chart Cells Tab pick "Import Cell Permits"
it opens into C:\Data-Hesper\Chart\Other\NZenc and I picked "Permit.txt"
Then 134 individual chart file permits were added.

Then from S63 Charts tab "Chart Cells"
Clicked on Button "Import Charts/Updates"
and entered the path to NZenc
Message about the length of the process, OK, and it started processing.
