I think you might be onto something. In recent years I've noticed applications often need to be granted explicit access to Downloads or Documents.
Some time in the past year or so I encountered a similar issue, but unfortunately don't recall
the specific resolution; I think I cleared the catalogs and re-created them.
Attached is an example of one setting to double-check.
