Its possible to show objects positions in a layer and update the each one position dynamically from a csv file?

Not directly. But you can convert a CSV file to a NMEA0183 file, with a suitable script, and then use The VDR plugin.
I have not heard of such a script, so you may be out of luck unless you write one yourself.
