Attached is the source patch kit #7, that allows entering coordinates in the Mark Properties dialog in many formats. The idea is to copy/paste the coordinates directly from electronic Maritime
Safety Publications, like Notices to Mariners, Pilots, etc. in .pdf , web pages, etc.
I tested the following formats:

I take a practical approach rather than formal check for correctness, but the user should be no worse off with it than in base OCPN 1.3.6.
Opinions from experienced wx programmers welcome, since I not sure it is portable (or elegant) enough.
