Mbtiles charts Multiple zoom levels

Why would anyone create a mbtiles chart that has multiple zoom levels? I would think that if you say create it at a high zoom like Z18, why would you also create it with a lower one like Z13 all the detail is the Z18?

If nothing else performance. And much less screen clutter in case of charts as well, of course.
