GPX File Partially Imported

I wrote a program that generates GPX files with selected items from the USCG Light List as waypoints. One of the uses for these files is to provide channel marks in OpenCPN for inlets that are not charted by NOAA (e.g., St. Augustine Inlet, Lockwoods Folly Inlet, etc.). This has been working for over a year, but suddenly today OpenCPN imports only the first 2 wpts in the GPX file. The remaining 7 wpts appear to be ignored.
I realize it must be something I changed in my program, looking at the contents of each wpt record in the file I can't see what is different between the first 2 wpts (that OpenCPN imports) and the other 7 it rejects.

I know I'm just not seeing it, but maybe some other eyes will see what I can't.

Ooops!
Found the problem. I had a layer gpx file of the same name. When i deleted the layer file the import was complete.
