Microsoft has probably "updated" your graphical driver to a version that don't handle OpenGL very well. Check the website for the manufacturer of the Graphical card, and see if a newer/better driver is available.
Not only Microsoft but other companies as well will abandon OpenGL in the future. It seems OpenGL will be replaced by Vulkan the next generation OpenGL. For most operation systems MoltenVK is available which emulates Vulkan. It is time to think of a OpenGL replacement for OpenCPN and how to fix such a switch.
