Confused when installing Moitessier HAT

I have an Rpi4 with a Moitessier Hat
I went to the site to download Open Plotter and reading the instructions it recommends to download the Moitessier Hat compressed file into the PC, then uncompress it, and transfer to the micro SD card that needs to be FAT formatted per the size. I have a 32GB card and follow the advice of reformating.

Hopefully the attachment will show. But what I get when I decompress the files are basically 3 folders:
defaults
os (folder)
OpenPlotter (folder)
slides vga (folder)
boot.tar.xz
OpenPlotter
os.json
partitions.json
release_notes
root.tar.xz
overlays (folder)

So when I turn the Rpi - other than seen green and red lights, nothing else is happening.

I suspect one or more of the files under the OpenPlotter folder must be either moved or copied at the primary level - which one? No idea

Can anybody who went this route using these files from the Moitessier files help me out?

you don't need to unpack ".img" file.
