The chart catalog is listed in the downloader with its full URL. You can try pasting that URL into a web browser and see what happens.
I'm able to get the file via browser. Sorry I didn't mention that earlier.

Not sure I ever said beyond "android tablet". I'm on the 5th generation amazon fire 7. Technically fire os 5.1.1. It's not rooted but I have developer mode unlocked so can run google play.

I suspect you are in the same boat as several other Android users. Google has decided that apps cannot write to SD cards. Not sure if this new "feature" was taken up by Amazon or not but it sounds like the same problem. You can post a question in this forum: OpenCPN Android Forum where there are more Android users of OpenCPN.
