Missing from where, please? If you mean from the downloads page at Plugins for OpenCPN 4.2 & 4.4 | Official OpenCPN Homepage, it is there (approximately in the middle of the page).

I downloaded it, and was advised that it was incompatible this latest version.

"This latest version", being 1.0, the one linked from the download page, works just fine with OpenCPN 4.4.0 (Tested just minutes ago on both Windows and Mac). Make sure you don't have some forgotten, manually installed, old DLL in your plugin folder.

The link in the user manual (http://opencpn.org/ocpn/downloadplugins) is broken. Somewhere online, I found the 0.98 version, which was incompatible. With your help, I am good to go now.
