Sometimes galvanized steel is punched to make catwalks etc and the galvanizing stops the rust on the coin shaped punchings - especially once they are encased in a carefully mixed waterproof concrete. Often concrete alone was used as internal ballast on west coast fish boats but having a more concentrated weight lower will improve your righting moment and leave you with deeper bilges.
