OK now I understand, I get the language thing but the country code looks like protectionism.
I still don't see why boats operating in international waters with international crews should be subjected to these conditions.
My current crew are all US citizens.

So would anyone like to comment please if the escape hatch is a good location or not to fit the EPIRB in a cat? I am about to decide where to mount it.

Don't mount it. Put it on a shelf so it will float inside the boat if you capsize. Floating in water will activate it, and the strobe will help you locate it, even in the dark.

Bear in mind that a standard hydrostatic mount won't release the EPIRB unless the mount is submerged about 2 fathoms deep underwater (in other words, a hydrostatic mount won't ever release in most multihulls).

Hope this advice is never needed.
