While in Cuban waters what are the reciprocal licensing requirements while in Cuban waters?

Not sure if the ARRL site has updated there reciprocity procedures..

Update: further research on the ARRL site found this..

The United States does not hold a reciprocal operating agreement with the Republic of Cuba, although there is a third-party traffic agreement between the two countries.

The Licensing administration is:

Direccion de Frecuencias Radioelectricas
Ministerio de Comunicaciones

La Habana

You might want to clarify what sort of license you are asking about. Drivers license? Boat captain's license? VHF license? HAM license?

Myself and others have used ham in Cuba with no issues. Even did a phone patch in 2009!
