Kinda. Currently Regional/Global Mobile works everywhere. People have used it 200 miles
offshore in motion and it just works. Officially it should not.
Officially if you have Regional/Global Mobile it will only work in non-ocean hexes and when not in motion. If you look at Stalrink map "ocean" hexes are the ones in black. However you can opt in pay as you good $2/GB as needed for ocean and motion coverage.
The M50 plan provides 50GB of priority data but you can't turn it off so it will be used first no matter what even if inland or in a marina. That means it may not be ideal for most cruisers.
Side not there actually is no Roam or Maritime anymore it is Regional/Global Mobile or Priority Mobile however SpaceX website is currently a mess using both old and new terms.
As for mounting the flat panel dish you may want to use use a vertical pipe possibly attached to your stern rail or another location to put the dish up higher and out of the way. You may want to checkout the Starlink On
