It requires some obsolete service. It is similar, but not Pactor.
PinOak ran a series of coast stations that were meant to send/receive data through the POD. They claimed worldwide coverage, but it was very slanted to northern hemisphere and US/Europe. You paid a monthly fee and got a certain number of "file transfer units".
I think they eventually changed their name entirely to SeaWave, and that was their website.
