The majority of this issue is the height of installation. If you mount the bullet at the top of the mast you’ll have the same issue. Instead, mount at deck level and see great results.

I think you have no choice but to pull the unit down from the mast to troubleshoot. If you are plugged into shore power, you likely have >13 volts from your charger keeping the batteries at float and going into your POE so I don't think voltage drop caused by cable length is the problem. But if this unit has been at the mast top for some time, there may well be corrosion, either at the CAT5 connection or the antenna connection. Height may be an issue too, but you need to rule out poor connections first.
