M802 not tuning

M802 stopped tuning while sailing the west coast of Mexico. I have refreshed the counterpoise, replaced the gto15 wire, refreshed backstay attachment, ran new coax from radio to the tuner, installed new at140 tuner, verified voltage through tuner control cable, verified continuity of green and white wires on tuner control cable. Still have high SWR. Bypassed the at140 tuner with manual tuner and cross needles and the 802 can transmit 50W on mid power with 1 to 1.1 SWR.

Wow…you do have a puzzle. Since you confirmed power out of 802 I would concentrate on the at140…since you put in a new at140 first I would look at the control cable, clean connections.
Second check 802 for correct tune signal ie., key & start voltage
