iridium go wifi SSID visible without sim?

Does anyone know if I should be seeing my Iridium GO wifi hotspot SSID without an activated sim installed.
I'm just at the stage of installing, running external aerial etc.
I notice that I cannot see the ssid on a wifi scan. I'm using the default settings, and it looks like the ssid should be IRIDIUM-XXXX (xxxx being the serial number of the GO)

FYI: It was a dodgy Iridium GO at fault. Set it back and the replacement broadcasts the SSID without a valid card.
All good now
