Has anyone seen this and know what implications this has?

Re: FCC Plan for Withdrawal as Maritime Mobile Accounting Authority

None for most users. This only applies to persons who use paid ship-to-shore radio communications. Think phone calls or satellite phone/data services. The FCC used to bill for these on behalf of the companies providing the service based on call sign. The FCC will no longer do billing for these companies, users will have to find someone else to handle their billing.

Any "implications" from the announced change in FCC policy have already taken effect as of April 2020. The announcement was published in April 2019.
