Boatman, my understanding is that most contain a GPS chip which allows them to geo-locate out of range of telecom signals (ie. anywhere on planet). They may use triangulation between cell towers to speed up things, but only do this when the mobile signals are present.

No. Tablets with built in GPS should not require connectivity - my 4 year old Lenovo doesn't.

I'm interested in suggestions for Android tablets because the battery in mine is flakey and not worth replacing. I run Navionics on it, as well as various other apps so not wanting to change platforms.

No.

My old Motorola Xoom and newer Samsung tablet and phone all work fine with Navionics and several other GPS apps in the middle of the Coral Sea.

No, at lest none I've used. Need internet connection to download/update program and charts, but the GPS is totally independent.
