Y-Valve on Thru Hull To Clear Blockage?

The thru hull for our water maker keeps getting plugged. It's annoying, and usually, it's not a problem to jump in and pull out the bit of seaweed that's in there... but other times I rather not jump in (like at night, or when there are jellyfish, or when it's night and I know there are jellyfish).

So I was thinking, would it make sense to put a Y valve on the thru hull fitting, so that when it gets plugged, I can push a bit of water out to clear the blockage?
