Per head of population, New Zealand,would win hands down,every Kiwi seams to own at least 3 boats or is building a boat or another boat,and most if not all are bloody good .⚓️👍⛵️

I did this many many years ago kind of by mistake. At least I like to say it was my mistake. I was really tired. With my ex-wife. It was the end of a long day. Ah yes, back in the good ol' days... It used to be common for boaters on Lake Superior to jump across and "forget" to clear in. Makes sense, especially for Americans coming to the Canadian side, because there are few places to clear customs, and they are a long way out of the way.

Everyone knew it happened, and no one cared because people were reasonable. 9/11 threw reason out the window. I wouldn't try it today.

Interestingly, while virtually all countries have signed on to UNCLOS, the US has never ratified it. But my understanding is that they operate as if they did. As a country, the US certainly insists on this right (ex: Northwest Passage)

All this said, nations can do whatever the heck they want, and as with everything, it depends highly on the border guard you meet. Any foreign boat can be stopped at any time by national authorities. And you bet they won't care if you're claiming "innocent passage" rights.


Many nations simply suspended innocent passage during covid.

I found a free traffic analyzer that said last month's traffic originated from:

USA 61.4%
UK 6.24%
Canada 5.73%
Australia 5.39%
New Zealand 2.54%
Others 18.7%

No idea if that's accurate and how you use it to gauge participation, but I'm sure someone knows the answer
