Wet spots on deck

What does wet spots on the deck mean?

If this is soft spot in the core? What is the fix?
And is it worth the effort. This is information on a boat I was looking at to buy .

No attachment. If it is a wet core, it depends on the extent. I have done it twice. A real hassle.
