Over six week for an investigation? Please, what is to investigate? Either the communication went to the bridge or it didn't. If it didn't, there is a problem with procedures. If it did (which it appears happened, as reference was made that the log indicated the captain was in contact with the panga - a lie - and was avoiding it's net's - also a lie, as passenger clearly saw no motor working on the panga ) then there is some serious butt covering happening.
How long does this take... I could get it done in a day if all parties are available to talk and one looks at any documentation.
I am angry that Princess/Carnival are dragging their feet. Callous in my opinion, but then I guess I am influenced by the human tradgedy of this.

It's not charity. It's a matter of maritime law for vessels to come to each others assistance when they can do so without compromising their own safety.

I am not discounting the tragedy involved.
I am just saying, IMHO, that it is to early in the process to draw conclusions, particularly to your own discomfort.
Captains log says radio contact--we know the panga had no radio. Lots of questions around that discrepancy.
Original tourist report was to non technical staff of ship. We just dont know, if like the Costa Corcordia, there was a language problem, and if the message was passed on.
Lawyers, take out the "aw", and see what you got. We all love to hate them.
Negotiating a price on human lives is, unfortunately, big business these days.

We are looking at partial facts with limited scope. We are NOT able to convict or punish anyone. we are having a bar beer/coffee chat. my tuppence worth is manslaughter is the word in my head. but i will change my mind when we discover new evedence ie log entry forged or Panga was a known drug boat
till that happens we are bumping gums

when i was a new boater - came out into the gulf stream near key largo and headed north - sometime i later i saw someone waving a piece of cloth over their head - as i was under full sail and could not sail to them (wrong wind direct) dropped my sail and motored over - not sure if it was a boat from cuba, haiti or who knows - but i went over -
an elder miami cuban couple had gone fishing, dragged anchor during the night and drifted out to sea and their battery was dead -- i got close enough to pass them water and called boatus - and stayed until boatus told me they had them in sight and i could leave -
even as a new boater i knew what the right thing to do was

After investigation, the court decided that due to conflicts in evidence, there was no case to answer.
Today's Royal Gazette Bermuda.
