Not For Sale In USA

I have seen boats (actually most are large yachts as in motor yachts 150 feet plus) advertised for sale, but states "not in the USA". What is the reason for this? Not that I can afford one of these "yachts", but curious as to what the legal issue is?

Probably Commercial vessels, something about the Jones Act of 1920.
US built vessels only.

The legal issue is that boats that have not paid US duty can not be offered for sale to a US resident unless the duty is paid BEFORE sale, on the appraised price. (more here: Problems arise for foreign-flag vessel for sale in U.S. waters )
