Mercury motor

I have a 8hp mercury out board that I’m fixing. It runs great but the impeller is dead and I’m trying to remove the lower unit but after taking out the 3 bolts from the lower unit, the lower unit drop to about 12inches and the shaft doesn’t pull out all the way.
Any help please

Look in the upper unit for an over shaped rubber plug. Remove and you will most likely find release nut.
