Mast Height

My friend is looking to purchase a small sailboat that will fit under a bridge. He'd like something around 23' but the height under the bridge is only 32' at high tide. This of course does not allow for rough seas and swells. Any suggestions on a sailboat that would meet this criteria?

Any help would be appreciated.

Get a boat with a tabernacle at the mast base. Allows you to drop the mast to get under low bridges.
