Marina in Portugal or Costa Rica

Good afternoon.

I and my wife are starting to look for retirement options with our boat.

We live in the USA but we are looking for options in Costa Rica or southern Europe. Since we also have a European Union passport Europe is good for healthcare.

Even if we will be sailing we would like to have a home base in a marina.

Any experience in Portugal how expensive is the marina? Can you live on board? Same question for Costa Rica
