Jib furler problem

Is it possible the halyard on the rail isn't for the jib? If you have a spinnaker it could go to that, look for another line/cable. Otherwise if that's really the halyard to the jib, you should just be able to pull the jib down off the furler, attach the line then pull it back up.

If you can't just pull the jib down, then you will likely have to go up.
