Second, if the boat is financed, yes. A Lot, but not all marinas require it.

It might help to give some context - what size boat, what is it's value, what is your liability in the event of injury, fuel spill, collision?

Insurance is useful if you need protection from liability or loss. Just as with an automobile. If you are talking about a Sunfish, obviously the liability issue is less than a 50 ft Hylas.
