Old owner de-flags. Then you pay. Then you re-flag if you want to.

A US built boat that is foreign flagged has to be imported into the US before it can be sold in the US. Costs about $500 in fees. There is no duty but the boat has to be imported as technically it has been exported ( once it is foreign flagged it is deemed to have been exported ) even though it might never have been to its flagged country.

Actually I like the Marshall Islands flag. Much prettier than the Belgium one.
