Closeknit. Before I make a judgment, could you post a photo of your boat to determine whether it is an eyesore?
Maybe you should make it a regular routine to occasionally anchor in that bay in view of that so-and-so's house. Perhaps send him flowers on those days.

I read a funny book about getting even once. They recommended calling every contractor, repairman and decorator in the phone book for home improvement bids. The catch is that you schedule them all to arrive at the same time. The street gets clogged with pickup trucks and everybody is angry and yelling at the property owner, allegedly. It would probably be funny to have a few dozen goats delivered at the same time and maybe a couple of mariachi bands would be good too. I can also see the potential of having a dump truck deliver several tons of sand or gravel in his lawn as well. I've never tried any of these, but it sounds nice. They'll need some food, so maybe a couple hundred pizzas could be delivered at the right time.

I think that in real life, like here on the Forum, the way to respond is to let the authorities deal with.
Inconveniencing others and costing them time and money to play a joke on an ******* would make you an even bigger one.
Breaking the law to harass him would more likely mean you would be the one getting in trouble, not the guy with all the money and connections.
If he's in violation of some law or bylaw call the authorities and let them deal with it.

Are y'all familiar with the myth of Sisyphus? Sisyphus was condemned by the gods to spend eternity pushing a huge boulder up a hill as punishment for a crime--what crime depends upon which version of the myth and who's doing the telling. Each time the boulder reached the top, one of the gods was always there to push it back down again. It finally dawned on him that he was not the only one being punished...'cuz although he had to spend eternity pushing that damned rock up the hill, the gods were also condemned to spending eternity at the top of that hill waiting to push it down. Once he realized that, he actually began to enjoy pushing the boulder.
And like Sisypus, the homeowner also had to endure everything he aimed at you!

The best way to combat this jerk is to mount a multi weekend protest.. a number of boats.. say 5 to infinity to spend the weekend anchored off his property. If this goes on long enough he will do something to land him in the news or jail.
come to think of it.. miami news stations would love it and his board would hate the bad publicity.
SV Close Knit, for what it is worth. Here in Florida AFTER 11pm you can call the police and report him for his noise.
Someone needs to anchor, wait for him.. video tape his little "visit" then post on the internet and mail a copy to the State Attorney General. Lots of ways to fight fire with fire... oh and remember to send copies to the Miami Herald and local tv stations.
Finally..since no one has done this... SV Close Knit, I am a Floridian. I would like to extend an apology on behalf of the my state and the rest of us boaters who would love to see you visit time and again. NOT all of us are like that. Come visit our beautiful Keys and SW coast. Sailing is great.. St. Petersburg and Tampa Bay where I live have delightful sailing and I can assure you our anchorages are peaceful.
