Registration Location in Delaware

I just bought a new dinghy and am headed from New York down the coast to the Norfolk area. I'm thinking of stopping in Delaware on the way to register the dink. Curious if anyone knows of a registration agent that would be accessible from the water or a short Uber ride from the water??

We just did this for our catamaran and dinghy. My husband drove down to the office (I think it was DNR, but don't quote me on that) and they told him that he has to do it via mail....
