Possible luxury tax coming to Canada!

A campaign promise made by the Liberal party, who is just slightly favored to win in Canada, is proposing a 10% luxury tax on boats (and cars, and planes) more than $100,000.

What is your opinion on the feasibility of tracking such a purchase? For example, if a Canadian citizen was buying a used boat from Florida, or Caribbean, and was never planning on taking it back to Canada, how do you supposed the gov't would collect this 10% tax?

Is insurance tied to your home country? Are there any registration issues? What about buying new via a company in the US (eg. buying a production cat from Atlantic Yachts)?

Same as it is now: if you don't buy it in Canada and don't bring it back, you don't pay Canadian tax.
