Liability insurance availability for boat in Nova Scotia ?

A friend's young son (early 20's) and his partner bought a small (approx 25ft) older sailboat and are living on it and learning to sail. The boat looks in really nice shape from a picture I've seen.
To no surprise they can't get a marina berth without insurance. But they do have a marina willing to give them a spot if they have insurance. They're currently on a mooring ball.
They are obviously poor/high risk candidates for insurance in today's market given his age and lack of experience. Does anyone know of a Canadian insurer ( ie doing business here) through which it might be a possibility for him to obtain liability coverage only? I suspect they'll need it to get winter storage as well.

When I bought the CS27 last year I called my house insurance broker (Burrowes ) and they got me a Watercraft Insurance policy co-shared with NOVAPRO and INTACT insurance.

All in Canadian dollars

Declared value of boat $11K (value as per survey). I paid $16K.
Emergency towing $5K
Liability $2000K
I believe it is assumed that the boat will be stored for the winter.
They asked about storage location (my yacht club)

Navigational limits are the Great Lakes and all waters between the latitude of Ungava Bay and NY City.

Premium for this year is $398 plus taxes.

I will require a marine survey before the 2025 season, boat is a 79 model year.

You could also try South Shore Insurance Agency in Chester...
