I'm pretty sure the OP explained they are a military retiree family, which means they have Tricare for Life, which is pretty good health care. It does cover overseas, and usually entails a $300 (per family) max deductible and 0 - 25% co-pays for most items with a maximum catastrophic cap of $3000 per year. I would still recommend paying for repatriation insurance, though.
