Greece VAT Refund

We are US Passport holders buying a new dinghy in Greece for our US Documented sailboat, a "Vessel in Transit". The dealer advises he must charge 19% VAT. I have read on the Internet that tourists may later claim a refund, less a processing fee, if they have a refund document provided by the dealer and later stamped by Customs upon exiting the country. Anyone have experience with this? Thanks.
