In a mere 75 posts we've come a long, long way away from what the OP wanted to know.

He wanted to know if it is possible to live "rent free" on the hook in Vancouver's False Creek. When those of us who are local told him that that is not really a viable option, he wanted to know how to use the boat, presumably the one he wanted to live on (and get?) for cheap, to work a scheme that would put him in deep, deep doo-doo with CRA.

If the OP had the wherewithal to implement, and be successful, at such a scheme, he would have sufficient capital to think nothing of paying the five or six grand a month it costs to rent a decent, if tiny, condo just ashore from that moorage. And the view is a damn sight better from the 45th floor than it would ever be from the boat.

Is it time, maybe, to get back to a discussion of what it takes to live aboard?
