After reading the many posts about importing a yacht to
Australia I realized the only way to be sure was to consult the horses mouth so I rang Border Control for info and although they gave me little advise they did give the link to a comprehensive document that gives details that an importer needs to know. Although its very lengthy there's only a few pages that are important for yacht importers.

Please find attached information for the importation of small-craft into
Australia.
For your information, if the vessel has a change of
ownership since departing Australia the vessel is still required to be imported and is liable for any duty/GST.
While it is not a requirement it is recommended that importers engage in the services of a
customs broker to complete
import entries and related clearance formalities.
Brokers specialise in the clearance of imported goods and are licenced by the Australian Border Force (ABF). They may be contacted by reference to the Yellow Pages of local telephone directories under “Customs Brokers”, or by contacting the local branch of the
Customs Brokers and Forwarders Council of Australia.
Importers wishing to clear their own goods should contact their local ABF Office for
advice on ABF requirements and operating hours. However, it is important to stress that the ABF and their officers do not complete
import entries on behalf of importers and limited assistance can only be given.

Brisbane Airport, documents are required to be submitted in person at 20-22 The Circuit, Skygate
Brisbane Airport. If you reside more than 50km from Brisbane Airport you may
email, fax or post your documents for processing.
