Does anybody knows if there is such a thing as the Chapman Piloting & Seamanship on CD?

No I don't know of any reference books that come on CD. Chapmans does not really lend itself to that format.

You can get the complete Bowditch as a PDF. That isn't exactly Chapmans but has many of the same topics. That is also totally free to download.
