can you provide a higher resolution photo? are the “toes” of those “feet” evenly serrated?

It looks a bit like a thread gage to me.

You use a thread gage to figure out how many threads per inch (centimeter?) so you can match to the mating part. Thread gages would be common in machine shops where threaded parts are made.

Are they of different thickness? Ie thickness gauge?

My first guess is feeler gauge too. Any numbers printed on them?
Maybe for adjusting valves?

Looks like an attachment of rope to chain. Depending on chain size utilise 1,2 or 3.

OK I'll take another stab at it. Are they all the same length? I wonder if it could be a tool for splicing 3-strand? Slip the paddles in and twist to open up all 3 strands at a time?

Those items have a definite "DIY" look about them, with visible differences in shape. I'm wondering if they were meant as some sort of hook to pick up crab pot lines or some such task? There is surely nothing precision about them, so all the thread pitch or valve setting ideas look sus to me.

Or maybe the PO had an evil sense of humour and made t hem up just to confound the new owner.

They certainly look to me like something involved with fishing, or perhaps hunting, or, more remotely, stevedoring.
