As far as disposal of flares goes, my local fire station told me to soak them in a bucket of water overnight and then just throw them out with the trash. This came from their resident "Hazmat" expert. Your local laws may be different.

Over the side, a teacup of that stuff makes a 20ft spot.
The older fisherman around here, "don't leave home without it".
When everything else stops working, the paint starts to.

Overnight may not be long enough...the handhelds will get soft and you can tell...but the plastic 12 ga and silver 25mm aerials seem to be pretty water impervious....I've had them soaking for well more than a week by accident and they still worked...at least the ones that hadn't corroded through the primer area.
