Search & Rescue in Mexico, Free or Pay?

Wondering if anyone has good info on what happens in a search and rescue of foreign boats in Mexico. Do you end up being asked to pay? I would think most likely rescued by Mexican Navy - is that free similar to US Coast Guard? If rescued by a private ship responding to a Mayday does Mexican law require payment of costs? Other situations?

Related, is Search and Rescue insurance something that makes sense if cruising in Mexico (btw, a response of "it wouldn't hurt" is not really helpful).

In 3 months on the Caribbean coast of Mexico I listened to 2 Maydays that were just being ignored by the local Mexican Coast Guard station. The station was closer to the incidents than I was but it both were after 5pm!

what i have seen so far is folks call uscg and uscg calls mexican navy then rescue may happen.
seems the best rescue is not needing rescue. prevention is key.
